Late bids not be accepted. The project put out to bid shall be in accordance with the provisions of R.A. 9184 and its I.R.R. All proposal shall be evaluated based on the responsiveness of the Bidder's offer to the Contract put out to bid and shall be subject to Post-qualification before an award is made. The ZAMSURECO-I reserves the right to accept or reject any Bid, to annul bidding process, and to reject all bids at any time prior to the contract award, without thereby incurring any liability to the affected Bidder or Bidders. A Letter expressing the intent of the bidder to apply for eligibility and to bid must be submitted to the General Manager Attention: Pre-qualification, Bids and Awards Committee (PBAC) not later than 15 February 2009.
